MOC never worked on Cygwin (or as it looks from your post, Cygwin doesn't support enough of standard stuff to support MOC ;) ). There were some attempts by some users (as you could have easily found out using search engine). Also in README file it is explicitely stated that no Win***s platforms are supported or are in any future plans (unless developer changes his mind).

We do keep coming back to this topic from various sources or requirements :) even though its mentioned in README about future support for WIN* platforms. That shouldnt matter anyways but little clarity where it is getting stuck could be nice.

So adding few lines just to bring POSIX standard when we are talking about moc support. Most platforms using this standard have compilers to work through this and on WIN* POSIX is still missing. Though Cygwin handles a layer over POSIX but that has to be used making or adding extra changes specific for WIN* platform. Hence on current situation Cygwin wont be able to compile it.
