ID3 tag charset - moc 2.4.0

It seems something was changed sonce version 2.3?
Because i see ##### instead of cyrillic symbols

my config file contains the line
ID3v1TagsEncoding=WINDOWS-1251:KOI8-R

iconv -l | grep WINDOWS-1251
CP1251 MS-CYRL WINDOWS-1251

iconv -l | grep KOI8-R
KOI8-R CSKOI8R
KOI8-RU

What's wrong here?
