Iconv support seems to be broken in 2.4.0-alpha1

There no any difference between
TagsIconv = WINDOWS-1251:KOI8-R
end no TagsIconv..
I get this error with mp3 files.

In 2.4.0 I plan to add UTF support, so there will be hopefully no need for iconv options. Current SVN version should work on UTF and non-UTF terminals for OGGs, but I have few problems, for example with mp3. Entry fields are also not UTF aware yet.
